15 Sex Offenders Arrested
The Oneida County Child Advocacy Center is announcing the arrests of 15 registered sex offenders as a result of Operation E-Stop Policing.
All 15 were arrested for failing to provide internet account information.
The E-Stop legislation requires all sex offenders to register their internet provider information and email addresses with the New York State Sex Offender Registry.
The sweep was a joint effort by the Oneida County Child Advocacy Center, New York State Police Bureau of Criminal Investigations, Oneida County Sheriff's Criminal Investigations Division, Kirkland Police Department, and the Utica and Rome
Police Departments.
All arrests have been referred to the Oneida County District Attorney's Office for grand jury consideration.
The following were arrested, processed and issued appearance tickets for Whitestown Criminal Court:

Francis Antkow, 36, Bridgewater
John Wystozaly, 35, Bridgewater
Blaine Wiggins, 33, New York Mills
Keith Ward, 43, Clark Mills
Jacob Toner, 32, Clark Mills
Keith Roux, 46, Rome
Andrew Potter, 23, Verona
Domingo Pierce, 21, Taberg
Michael Ostrander, 33, Cassville (currently in Oneida County Jail)
Timothy Narolis, 30, Marcy
Nicholas Kampf, 28, Deansboro
If convicted, each offender could potentially face 15 months to 4 years in prison.
