ROCHESTER, N.Y. (AP) — The first phase in a multimillion-dollar improvement project for a Rochester-area highway interchange has been completed.

Gov. Andrew Cuomo announced Friday that the project to replace the bridge carrying Route 31 over Route 390 in the Monroe County town of Gates has been finished. The Democrat says the $11 million project is a "major step forward" in the ongoing effort to ease traffic congestion along a busy stretch of highways.

The state is improving the Interstate 390 and Interstate 490 interchange that handles nearly 200,000 motorists every day as they travel to and from the Rochester Technology Park, the Eastman Business Park, and the Greater Rochester International Airport.

Phase One began two years ago. Officials say Phase Two is expected to be finished by the end of 2019.
