32-year old Mark Carpenter has been charged with assault and endangering the welfare of a child, while 31-year old Michele Neff was charged with endangering the welfare of a child. Troopers say the arrests stem from an investigation into the physical injury of a 13-year old. The investigation was initiated by Oneida County Child Protective Services.
