New York State has a law in place that requires blood donors to wait a full year after getting a tattoo before they can donate blood.

Dawn Rajkowski from the American Red Cross says this may be hurting donations because of the rising popularity of tattoos with high school and college students.

Rajkowski says the Red Cross needs as many donors as possible year round.
