Little Falls businessman Martin Babinec has been declared the winner of fhe Reform Party Primary for the 22nd Congressional District seat and is now guaranteed a ballot line in November.

It took almost one month for the election results to be certified.

Babinec is also circulating petitions to form a new party called the Upstate Jobs Party and has surpassed the 3,500 signatures needed to qualify for the November ballot.

Republican Assemblywoman Claudia Tenney and Democratic Broome County legislator Kim Myers are also running for Congressman Richard Hanna's seat.

Hanna will retire at the end of the year.
