Broome County and City of Binghamton officials are being told the former Big Lots plaza should be condemned due to significant structural deterioration.

A survey conducted last month by Delta engineers reported the plaza is at risk of collapse.

Inspectors said there were a large number of joists that appeared close to failure, slab settlement and displaced load-bearing wall blocks.  In addition, inspectors found significant mold through the plaza as well as asbestos and concluded repairs were not feasible.

Broome County is now looking to sell the building to the Binghamton Local Development Corporation for a dollar.

The legislature is expected to take up the motion to sell the parcel this month.

Binghamton Mayor Richard David has said he wants the city to be the lead agency in redeveloping the site.

The city has long proposed returning a grocery store to the North Side at the Big Lots Plaza site.

The Broome County Land Bank had secured some state funding for renovation of the plaza and is looking for the okay to have the money redirected toward demolition.
