The City of Binghamton is settling a sexual harassment case brought by a former employee.

Leigh McCullen - who had been a senior planner at City Hall - had filed a complaint with the state Division of Human Rights.

Mayor Richard David said the city has agreed to settle the matter with a payment of $6,500. He said the deal will resolve the case without any admission of wrongdoing.

Speaking on WNBF Radio's Binghamton Now program, the mayor said the city would have had to spend thousands of dollars more to defend the case if there had not been a settlement agreement.

David said he has signed the paperwork for the settlement.

The mayor characterized the complaint as the action of a "disgruntled employee" whose position was eliminated in the 2015 city budget.

McCullen had complained of what she described as a "toxic and hostile" work environment in the city planning department.

McCullen could not be reached to comment on the settlement.

A spokesman for the Division of Human Rights was unable to provide information about the disposition of the case.
