Assemblyman Anthony Brindisi calls it the State Thruway Authority's "Dirty Little Secret."

Brindisi says since January, the Authority has been charging out-of-state drivers who exit local Thruway toll booths upstate the cash rate, not the discounted E-Z Pass rate.

But he says counties aren't seeing a penny of the extra money and that needs to change.

Brindisi says Oneida and Herkimer Counties should be allowed to keep the local difference between the E-Z Pass rate and the cash rate.

The Assemblyman is introducing his E-Z Pave plan.

He says it would take the extra money from across New York and give it to the counties where it's being collected to be used for road repairs.
