Jim Zecca, a candidate for Utica's Common Council, told WIBX on Friday that he foiled (Freedom of Information Act) petitions in support of a change to the Utica City Charter that would extend term limits for city officials and he's discovered that the mayor is behind the drive.

Zecca told WIBX that despite the fact that the Mayor has said publicly the movement was from constituents and not from his inner circle, it is indeed precipitated from his office and even as close as family members. In fact, Zecca claims, even the Mayor signed the petition to extend term limits. If the measure on the November ballot were to pass, Utica Mayor Rob Palmeri would be allowed to serve another term.
