According to State Police, Robert Garrett, 19, of 1536 Dudley Avenue in Utica was stopped by troopers for walking in the road on Monday.
After questioning Garrett it was found that he was wanted in Utica for an active criminal mischief warrant.

Troopers say after arresting Garrett he was found to have 12 bags of crack-cocaine in his possession totaling approximately 2.7 grams.

Garrett was then charged with criminal possession of a controlled substance in the Third Degree, a Class "B" felony. He was turned over to the City of Utica Police Department for arraignment in City Court.
