ALBANY, N.Y. (AP) — State authorities say a former public works commissioner for the upstate city of Rensselaer has admitted teaming with two employees to pocket $46,000 from scrap metals acquired in their city jobs.

The attorney general and comptroller's offices say Thomas Capuano has pleaded guilty in Rensselaer County Court to grand larceny for selling the scrap between 2009 and 2013 for personal benefit.

According to court documents, surveillance videos from a local scrap yard showed Department of Public Works employees Ronald Foust and Jeffrey Clark cashing in items that had been discarded by city residents.

Authorities say the pair, who later implicated their supervisor Capuano and shared proceeds with him, have pleaded guilty and await sentencing.
