Four North Norwich residents are facing multiple charges following an investigation into alleged animal cruelty and child endangerment.

The Chenango County Sheriff's Office responded to the Valley View Trailer Park on May 5th, where they found six children, ages 9 to 17, living in unsuitable and unsanitary conditions.

The investigation also revealed that several dogs were living in poor surroundings, as well.

Arrested were Norman and Barbara Hebert, 39 and 37 respectively; Norman Fuller, 40; and Stacy Cox, 40, all of Norwich. Each was charged with six counts of Endangering the Welfare of a Child and cruelty to animals.

The children were placed with family members by CPS, and the dogs were taken to the Every Dogs Dream rescue shelter. Meanwhile, Chenango County Code Enforcement condemned the residence and the trailer where the dogs were being held.
