In case you haven't noticed, gas prices are on the rise.

AAA's Ed Welsh says the average price in the Utica-Rome market is up tens cents a gallon over the past week to an average of $3.87 a gallon.

He says the main reason for the increase is a decrease in refining capacity in the northeast

Welsh says he doesn't see any short term relief and it's possible gas prices could again top the $4 a gallon a mark.

The New York statewide average price of $3.87 a gallon is the second highest in the 48 contigious states, only behind California.
