Senator Kirsten Gillibrand was at ECR International in Utica today to announce new legislation to bolster high-tech manufacturing in New York.

Gillibrand's "Made in America Manufacturing Act" would create a federal funding competition that encourages regional public-private partnerships.

Gillibrand says winners would be eligible for up to $20 million to set up a revolving loan fund to help manufacturers expand, build new facilities or upgrade equipment.

Funding would also go toward job training programs to prepare workers for manufacturing jobs.

New York State has lost over 123,000 in manufacturing jobs since 2005.
