Is President Obama Responsible?

Recent scandals have emerged involving the State Department, Justice Department, and Internal Revenue Service.

The White House is denying involvement and knowledge of any events that led up to the scandals.

Should President Obama ultimately be held responsible?  Or, do you think it is unfair to expect the Commander in Chief to be personally liable for everything that happens in his administration?
