Is the Lawsuit Against the President a Waste of Time?

House Republicans, led by Speaker John Boehner, are suing the President over allegations of executive overreach in his dealings with the Affordable Care Act.

But is the lawsuit against President Obama a waste of time?  If successful what will it accomplish?  If unsuccessful how much money will be spent on the case?
