Utica property owners would see a 3.75% tax increase under Mayor Robert Palmieri's proposed 2013-2014 budget.

The Mayor presented the $64 million dollar spending plan to the Board of Estimate and Apportionment this morning.

The tax increase amounts to an additional $3.50 a month for the average homeowner.

The budget contains no new hiring and no increase in discretionary spending.

Palmieri says the budget continues his practice of controlling spending and making permanent cuts to the city's workforce.

He says proposed expenditures are at their lowest level since 2008.

The Board of E & A voted 3-to-2 to pass along the proposed budget to the Common Council.

Council President Bill Morehouse says he would've liked more time to study the budget.

A public forum on the budget will be held tonight at 6:30 at the Jewish Community Center on Oneida Street.
