Utica, NY (WIBX) - Oneida County Executive Anthony Picente is proposing his 2013 budget.

Picente is cautiously optimistic about the year ahead, saying the county is doing well but cannot rest.

He is proposing a 2.95 percent tax increase which, he says, is a result of unfunded, and unfair, mandates from the state. Approximately ninety percent of this year's budget, like last year's, consists of mandates.

The proposed increase for 2013 results in an estimated average county tax rate of $10.11 for every $1,000 of assessed value.

The total real property tax levy is estimated to be about 67-million dollars.

Highlights of the budget include contracting with Onondaga County for medical examiner services and the tax increase of just under 3-percent, which amounts to about 20-dollars for the average household.

The budget proposal will be available in its entirety online beginning Monday.
