Oswego County Man a Millionaire After Getting Lottery Ticket in Birthday Card

It is a happy birthday indeed for an Oswego County man.

The man, who has not yet been identified publicly, got a winning scratch-off ticket in a birthday card.

The ticket, worth a million dollars, was purchased at KTM Mini Mart in Oswego, New York.

The New York Lottery's Yolanda Vega will join the winner to receive his check in a ceremony later today.
