Utica Mayor Robert Palmieri has unveiled his proposed 2016-17 budget.

Palmieri presented the spending plan to the Board of Estimate and Apportionment on Friday morning.

The $68.4 million budget comes with a 1.75 percent property tax increase. It's the city's fourth straight balanced budget.  There are no layoffs or service cuts in the budget.

The budget also contains an Infrastructure Improvement Program which will allow the city to fix more roads and upgrade aging infrastructure with no additional tax increase.

Palmieri is urging Common Council members not to make any cuts to the proposal, with over 90 percent of the proposed budget being made up of of mandates and contractual obligations.

The Common Council must pass a budget by March 20th.
