Albany, NY (WIBX) - The Executive Director of the New York State School Boards Association says he's supportive  of Governor Andrew Cuomo's proposal to curtail the state's burdensome mandates in order to
control property taxes and spending.

But Tim Kremer says no amount of mandate relief would offest the devastating effects of a property tax cap coupled with a state spending cap.

Kremer says to impose a ceiling on local revenue as state  aid is pulled leaves schools no option other than to cut programs and staff.
