Rome Man Arrested Following Investigation By Child Advocacy Center

A Rome man who is a Level 3 Registered Sex Offender has been arrested following an investigation by the Oneida County Child Advocacy Center.

Investigators say 21-year old William Moonen allegedly subjected a teenage girl to inappropriate contact in Utica in late April.

Moonen was charged with forcible touching and endangering the welfare of a child.

The victim has been offered services through the Child Advocacy Center.  An order of protection was also issued on behalf of the victim.

Moonen was arraigned in Utica City Court and sent to the County jail on $2,500 bail.
