New York State's 2013-14 budget has passed the Senate.

Final approval came at 4:30 this morning.

Senator James Seward says the budget controls spending, cuts taxes and helps create jobs.

Seward says he's particularly pleased with the school aid portion of the budget.

He says the vast majority of new funding, almost $1 billion, will go to low and average wealth school districts that need the help most.

The Assembly has until April 1st to pass the budget.
