Should Operators of Nuisance Drones Be Fined or Penalized?

This past weekend it was reported that several drones that were sent to take pictures of wildfires in California actually interfered with the efforts of emergency responders to fight the fires.

Should the owners and/or operators of those drones be fined or otherwise penalized for interfering with an emergency response?
