New York State is debating whether or not to lessen penalties for non-violent offenders.

At the core of the issue is whether those who are suspected or convicted of minor offenses should be grouped with others who are incarcerated for more serious offenses. Should those being held on smaller offenses be imprisoned if they cannot make bail?
