Utica's finances, some are saying, are "dire."  After successfully dealing with a deficit of approximately eight million dollars last year, the city is now facing a projected deficit of between 3.8 and 4.2 million dollars.

If New York determines that Utica cannot handle its own budgetary challenges, the State could exercise an option to take over the City's finances.

Is some "house cleaning" just what Utica needs or could it be disastrous?
