Should your driver's license be revoked if you owe taxes?

If you owe more than ten thousand dollars in taxes New York State could take away your driver’s license?

Is this fair?  Is it counterproductive – in the sense that taking someone’s license away could prevent him from working, and therefore from eventually repaying his tax burden?  Or it is justifiable and a good way to get New Yorkers to pay up and not get overdue on their taxes in the first place?
