Sitting Utica Councilman Frank Vescera and former city councilor Jim Zecca did not collect the required number of valid signatures to force a Democratic primary in their respective races this fall.

The attorney for two local Democrats, Jim Zecca and Frank Vescera, told WIBX's First News with Keeler in the Morning on Wednesday that the Oneida County Board of Elections has slowed this week's court proceedings.
