For the 11th straight year, the New York State Department of Corrections and Community Supervision will impose special conditions and closely monitor supervised sex offenders to ensure the safety of children on Halloween.
The New York State Senate passed a series of bills today that would bar sex offenders who are on parole, probation or a conditional release from being on the premises of any day care facility.
