Utica, NY (WIBX) - Utica's Common Council overwhelmingly voted Wednesday to urge Maryor David Roefaro to work on a Welfare to Work Program, a resolution by Councilman Jim Zecca, that would put welfare recipients to work performing public service in the City of Utica.
