Three Utica Police Officers Promoted [VIDEO]

Three Utica Police officers were promoted on Wednesday in a ceremony at City Hall.

Officer Keith Phillips was promoted to the rank of Sgt. while Brian Bansner was promoted from Sgt. to Lieutenant and Investigator David Armstrong was promoted to Sgt.

Mayor Robert Palmieri and Chief Mark Williams presided over today's ceremony.
