The Utica Common Council has passed a budget for 2018-19.

The $72 million spending plan will increase property taxes by 4.4 percent.

The budget passed 7-to-2, with Samantha Colosimo-Testa and Joe Marino voting no.

The Council passed 21 amendments to Mayor Robert Palmieri's budget proposal, which carried a 7.8 percent increase.

The Mayor can veto any of the amendments and the Council can override with a two-thirds majority vote.
