Utica, NY (WIBX) - A resolution to adopt a city policy regarding the hiring of part-time police officers to help reduce the cost of police services was defeated last night by the Utica Common Council.  The resolution, drafted by Councilor-at-Large James Zecca, was shot down 6 to 2.

Utica Police Chief Mark Williams had no idea the resolution was being considered. "I wish he had discussed it with me" said Chief Williams, adding "he's admitting we don't have enough officers for basically proposing something like that".

The Common Council also talked about developing synthetic marijuana legislation, putting into committee an ordinance prohibiting the sale and possession of the legal substance.
