Utica Fire Chief Russell Brooks has been placed on "nondisciplinary leave.” 

The Observer Dispatch is reporting that Brooks will remain chief while he's on leave.

Assistant Chief George Clark will assume Brook's duties.

Corporation Counsel Bill Borrill declined to comment further on why Brooks was placed on leave, telling the OD that the city of Utica does not comment on “pending personnel matters.”
