Utica, NY (WIBX) - A Utica man is charged with more than 20 crimes after striking several stop signs and hitting a house on Andes Avenue.

According to Utica Police, Douglas Brown, 29, of Downer Avenue was arguing with his girlfriend when he allegedly threw her and took her keys.

Police could not find Brown, but a witness directed them to Andes Avenue where two small children were found unattended.

UPD officers then learned of a man on Highland Avenue crawling on his hands and knees. Brown was surrounded in a backyard and arrested.

He is charged with felony Criminal Mischief, two misdemeanor counts of endangering the welfare of a child, harassment, five counts of leaving the scene of a motor vehicle accident and 13 traffic summons.
