Utica Man Charged In 2014 Rome Homicide

A Utica man has been arrested in connection with the October 2014 shooting death of a Rome woman.

Rome Police have charged 25-year old Darnell Howard with second-degree murder in the death of Rose Ortiz.

Ortiz was shot and killed outside of Bucky's Restaurant on Floyd Avenue.

Police say Ortiz was on parole at the time of the shooting. He's also charged with reckless endangerment and criminal possession of a weapon.

Ortiz is being held in the Oneida County Jail.
