Utica Police Catch 31-Year Old Graffiti Artist

Utica, NY (WIBX) - Utica Police nab a graffiti artist Saturday night. According to authorities, 31-year old Joseph Foster was caught in the act, spray painting one of the pillars for the Route 12 bridge, near Fay Street and Lafayette Street.
Foster was charged with Making Graffiti and Possession of Graffiti Instruments, both misdemeanors.
