Utica, NY (WIBX) - Spurred on by fires and building collapses, the Utica Common Council is re-examining efforts to make property owners responsible for structures, even vacant buildings, that are damaged or fall into disrepair.

The subject has been one that has been debated for years and Councilman Jim Zecca says the time has past to put an end to the practice of abandoning buildings until the city takes over the properties.  In most cases the city is allowed to take over such abandoned properties after three years without action by a property owner.

The new resolution will be put up for a vote at this week's Council meeting.
