Utica, NY (WIBX) - Following a tour of the former HBSC building in downtown Utica, Councilman Jim Zecca plans to re-introduce legislation at this Wednesday's council meeting enacting a moratorium on demolition of commercial structures.

The legislation was originally proposed last May.

Zecca will also ask the council to pass an ordinance he presented last year called the Vacant Building Registry and Maintenance Program.

He says if enacted last year, the legislation would have prevented the HSBC building from quickly falling into disrepair.

Zecca says what he witnessed during the tour of the building was a criminal act and should be investigated by the Oneida County District Attorney's office.
