ALBANY, N.Y. (AP) — New York lawmakers have passed a $142 billion state spending plan that includes new spending on schools, changes in teacher evaluations and new ethics disclosure rules for lawmakers.
State Assembly members are proposing hiking the state's aid to public schools to nearly $24 billion for the coming fiscal year, an increase of $1.8 billion.

New York State's 2013-14 budget has passed the Senate.
Final approval came at 4:30 this morning.
