A former suburban New York police chief who orchestrated a department cover-up after beating a handcuffed man for stealing embarrassing items from his SUV has been released from a federal prison.

Police on Long Island say an Arizona man has been extradited to New York more than 40 years after he fled the state after a rape conviction.
