Cuomo Finds Budget ‘Secret’

Albany, NY (WIBX) - Governor Andrew Cuomo says he's found a 'secret' in the budget process and it could be part of the reason New York is in so much financial trouble.According to Cuomo, the budget system includes annual increases in school aid and Medicaid. In the upcoming budget year, the increase to each would have been 13%. Even with the announced seven-percent cut this would have given those programs a six-percent increase, he said.

 The former attorney general says that the flawed budget system that's been in place for decades could be the reason for the $10-billion budget gap.
