Should the United State need to pass a law to make english the first language?

The issue is being taken up in Congress. On Monday's First Look (8/6/12) we spoke with Tamar Jacoby, president and CEO of ImmigrationWorks USA about the issue.

She is a Republican and considers herself conservative. She believes that fluency in English should be the goal of every immigrant but does not believe that it should be mandated, nor does she support national legislation being proposed to declare English the official language of the United States.
