If you owe more than ten thousand dollars in taxes New York State could take away your driver's license?

Is this fair?  Is it counterproductive - in the sense that taking someone's license away could prevent him from working, and therefore from eventually repaying his tax burden?  Or it is justifiable and a good way to get New Yorkers to pay up and not get overdue on their taxes in the first place?
