The mall based in Syracuse and looking to expand into the hotel business is getting a "no" vote from at least one city leader.

Syracuse Mayor Stephanie Miner says she opposes any new tax breaks for Destiny USA.

The mall's developers are requesting an eighteen-year payment in lieu of taxes deal that would save them about $20 million in taxes.

In a press conference this afternoon Miner said that hotel construction is a private enterprise and should be privately financed.  She says the city of Syracuse is cash strapped itself, and should not be giving away funds when it has its own issues with police vacancies and infrastructure.
