Utica, NY (WIBX) - It's taken more than two years, but the Utica Common Council finally approved Utica's Master Plan, 7-to-1 at last night's meeting. The lone nay vote coming from Majority Leader and Councilor At Large Lorraine Arcuri, who contends the blueprint fails to address Utica's most important challange- financial stability.

"It is a wishlist, with no dollars attached to getting any of it done. It's all based on the hopes that grants will come and projects will be completed", Arcuri said in a post-vote interview.

The Master Plan was drafted to be a comprehensive plan tying together the community's collective vision for where it would like the City of Utica to be in the next 10 to 15 years.
