Vernon Woman Charged with Attempting to Smuggle Drugs into Jail

A Vernon woman was arrested without incident after allegedly trying to smuggle drug contraband to an inmate at the Marcy Correctional Facility.

52-Year-old Kathleen Rubalcaba, is being charged with one count of promoting prison contraband in the second degree (a misdemeanor) after the incident which is said to have taken place on Saturday, December 13, 2014.

New York State Police, in conjunction with the NYSDOCCS Narcotics Unit, made the arrest.  Rubalcaba was arraigned in the Town of Marcy Court and was sent to the Oneida County Jail in lieu of $5,000 cash bail or bond.
