Utica, NY (WIBX) - Utica police officers arrested 17 year old Ian Tanner, charging him with robbery in the 2nd degree, for an alleged incident that happened on May 28, 2011, while at the skate board park at Lincoln playground.  According to police, Tanner and several young men surrounded a skate boarder - forcing him to hand over his mp3 player and mobile phone.

According to the police report, as the juvenile victim attempted to walk away, another male, 16 year old Monquest Stokely acompanied by a large group of females and males, knocked him to the ground and started punching and kicking him.

It's believed that Stokely grabbed the victim’s skateboard and swung it towards his head. Monquest was also taken into police custody on an arrest warrant for menacing in the second degree.

At the latest Utica Commom Council meeting, members of the council questioned Police Chief Mark Williams, in regard to reports of violence happening at Lincoln Park. Chief Williams told the council that he has increased patrols in that area and is also planning to utilize the city's Armadillo unit, a portable police station that  is part of the U.P.D.'s Nuisance Abatement Program.
