Domestic Dispute Leads To Discovery Of Unregistered Sex Offender

Utica, NY (WIBX) - A domestic incident in Utica led to the discovery of an unregistered sex offender. That's according to Utica Police who arrested 49-year-old John Cisson of Seymour Avenue for allegedly slapping his girlfriend during an argument.

Officials say, after being taken into police custody, they discovered that Cisson was a level 2 sex offender who failed to notify police of his change of address. The suspect is charged with 2nd Degree Harassment, and the UPD Sex Offender Unit charged him with, Sex Offender Failure to Report Change of Address with Police. According to the report, the couple were arguing over a television set while the victim was moving her items from Cisson's apartment.
