Utica, NY (WIBX) - On the heels of the news that a convicted rapist living in Utica has gone missing, Utica Mayor David Roefaro wants the state Division of Criminal Justice Services to oversee a plan to track the most dangerous sex offenders for life.Authorities are looking for 45-year old Robert Blainey, a level 3 sex offender whose last known address was on the 900 block of Rutger Street.

Blainey has failed to report to his parole officer in recent weeks.

Roefaro says the DCJS should craft a plan and present it to Assembly and Senate leaders for passage.

The mayor says a carefully crafted researched and carefully crafted plan undertaken by the state and recommended to state legislators would be more credible than one crafted by a certain party or politician.
